Hillary Jumba is a seasoned academic administrator, researcher, and digital literacy advocate with over 14 years of experience in higher education leadership, institutional development, and information science. He currently serves as Senior Assistant Registrar (Examinations and Timetabling) at Maseno University and is the Co-Founder and Director of DIMLIS Africa, an initiative advancing data, information, and media literacy across African communities.
After completing his Bachelor of Science in Information Science at Moi University, Hillary began his professional career as a Records Management Officer at Mastermind Tobacco Kenya Ltd—an early experience that shaped his strong foundation in records governance and organizational knowledge systems. He later earned a Master of Science in Information Science from Kenyatta University and is now pursuing a PhD in Information and Knowledge Management at the Technical University of Kenya, with a research focus on records management as a catalyst for supporting open governance in selected county governments in Kenya.
Hillary has held progressively senior roles at Kenya Methodist University (KeMU), where he oversaw key functions in academic registry operations, infrastructure planning, ERP implementation, and ISO 9001:2015 certification. He also teaches part-time at KeMU, Meru University, and Karatina University, specializing in information science, database management, and office systems.
His research interests include open governance, electronic records, and indigenous knowledge systems. He has published in respected journals such as the International Journal of Professional Practice and the Journal of African Interdisciplinary Studies.
Hillary is a member of KARMA and the Network of Information Professionals of Kenya (NIPK), and serves on various academic and quality assurance boards.
